To make buttercream, mix butter in food processor or mixer 30 seconds. Sift in sugar, and mix until smooth. Add vanilla and milk.
Continue mixing until it reaches a spreadable consistency. Add 2 to 3 drops of food coloring. Continue mixing together until desired color and consistency. For a softer frosting add more milk, for a thicker frosting add more sugar.
Cover tops of each cupcake with a generous mound (about ⅓ cup) of buttercream. Insert one candy corn into each cupcake to form a nose. Using M&M's, insert two into each cupcake to form eyes.
Place two short lengths of licorice above the eyes to form eyebrows for witch. Place shorter licorice lengths above the eyebrows to form bangs.Trace top of cone with black icing and press on wafer to form a hat.
Place an inverted cone on top of bangs, pressing gently into buttercream to adhere. Place longer licorice lengths under cone hat to form hair and use sprinkles for witch's wart.
