In a large bowl, combine potatoes, flour, salt, pepper, and garlic powder. Combine with hands until all hash browns are well coated.
Spoon a heaping tablespoon of potato mixture into palm of your hand and flatten with other hand. Place a few shreds of cheese in center of flattened potato mixture then top with a pinch more of mixture and form into the shape of a tater tot.
Arrange completed tater tots on sheet tray or large plate.
Once all tater tots have been formed, place in freezer 10 to 15 minutes.
Meanwhile, place oil in a medium saucepan and heat over medium-high.
Fry tater tots, depending on size, 4 to 6 at a time, 3 to 4 minutes or until golden brown.
Serve fries with queso, ketchup or chili.
Chef's Note: These tater tots are about twice the size of a normal tater tot and are a great appetizer to make a head of time.
