1Mix flour, soda, and salt together, cream butter and gradually add the white and brown sugars, creaming well.
2Blend in eggs one at a time, beating well.
3Add water and vanilla and blend.
4Add dry ingredients and mix thoroughly.
5Cover and refrigerate dough at least two hours When ready to bake, take up about a tablespoon of the dough and enclose a chocolate mint wafer.
6Place two inches apart on a greased baking sheet.
7Top each cookie with a pecan half.
8Bake in a moderate 375 degrees for 10 to 12 minutes.
