Heat oven to 400 degrees.
Sift flour, salt, baking soda and cream of tartar into a mixing bowl.
Stir raisins and sugar into flour mixture.
Add 1 1/2 cups buttermilk and mix to form a firm dough.
Knead dough on a lightly floured surface about 2 minutes until surface
appears somewhat smooth. Form a flattened round about 9 inches in dia
meter and 3/4-inch thick. Cut a deep "X" across the top. Brush top of
loaf with 2 tablespoons buttermilk.
Bake on a greased and lightly floured baking sheet 25 minutes. Turn lo
af over and return to oven to bake 5 minutes more. Remove and wrap in
a damp cloth to cool about 15 minutes before serving
